The Buenos Aires Convention, adopted in 2019, aims to facilitate the fair, transparent and non-discriminatory recognition of qualifications and strengthen mobility and higher education cooperation across Latin America and Caribbean. The Committee promotes and oversees the implementation of the Convention. It does so by examining periodic reports from States Parties on progress and obstacles encountered and studies carried out by the Secretariat. It may also address recommendations through subsidiary texts.
The fourth session of the Committee will take place in Montevideo, Uruguay on 24 and 25 February 2026, hosted by Uruguay. A meeting of the Network of Information Centres for Latin America and the Caribbean (CINALC) –the operational arm of the Convention– and joint Committee-CINALC meeting will also take place on this occasion.
The overall objective is to strengthen cooperation on the recognition of qualifications and mobility within the region and advance the ratification and implementation of the Convention. The main participants will include States Parties to the Convention, other UNESCO Member States from Latin America and the Caribbean and recognition authorities participating in the CINALC network.
